Speech by Commander-In-Chief at 11TH anniversary day of Arakan Army

Good day! (Thar Li Swa par!)
Today 10 April 2020 is the 11th anniversary day of the Arakan Army which was founded on 10 April 2009 with firmly vowing to the political objectives to liberate the whole people of Arakan, to regain the lost of the sovereignty of the people of Arakan, to build a dignified people’s republic of Arakan which is a just, free, modernized and developed society, to endure Arakan and its people, and to guarantee the future of people of Arakan.

Asyou all know, we have been practically carrying out every working steps of our struggle, year after year, in the adoption of “the Way of Rakhita”, political principle of Arakan, in order to implement the abovementioned objectives.

Fellow warriors,
Our Arakan Army is resolutely fighting for the future of Arakan to write new history after transforming and rooting out current appalling situations. At the same time, we are trying to strengthen the Arakan Army. Standing with the people as a oneness, we are doing our best among the difficulties to undertake the tasks of the revolution that can be construed as “struggling by organizing; organizing by struggling, training by fighting; fighting by training.” As known to you, the Arakan Army is moving forward after building developmental milestones year by year in the history of modern Arakan as a result of strong leadership, the right way, pragmatic performance, solidarity, capacities and courage of our fellow comrades.

It can be said that 2009 was a significant year because of the establishment of Arakan Army, the years of 2010, 2011 and 2012 had had heydays as progress and new steps. Similarly, the years of 2018 and 2019 had also generated remarkable turning points for the Arakanese revolution. We could transform the weaknesses to the strengths by learning lessons from the historical experience and assumption that disputed that armed revolution would not be possible to set up in Arakan due to geographic conditions and neighboring situations of Arakan region. The deed of the launching of a people’s war by new revolutionary generations of the United League of Arakan/Arakan Army (ULA/AA) from strong bases in Arakan and across the region has proved that nothing is impossible for people of Arakan and we can do anything.

“The struggle for national liberation and the restoration of the Arakan’s sovereignty to the people of Arakan is our legitimate resistance in accordance with our natural and historic right. We are not asking the consent of the enemy; we are practically implementing our collective determination to throw off the shackles of the Burmese racism and colonialism in Arakan. This is our morale and faith in our own strength that we are going to attain the independence of Arakan whether the Burmese war criminals grant us or not; nothing can stop us”.

It’s absolutely necessary to launch a national revolution that the lives of people of Arakan are lagging far behind without any developments but for more worsening though the world is changing rapidly. Once the sovereignty of Arakan is fully restored to the hands of people of Arakan, the future of Arakan will be guaranteed. For a successful revolution with a well-trained army, we need to try hard to be perfect. Both good leadership and good followership are required. It can’t be achieved if there are no weapons but lots of people and there are no military trainings and other skills but people and weapons. What I want to mention here is a general assessment concerning solidarity, endurance, performance and capacity of each revolutionary fighter. Among these, what I want to deliver is one of the most important tasks of public relations and organizing strategies in this long struggle.

Fellow warriors,
The Arakan Army was founded to safeguard and promote Arakan’s national interests. Public security and interests are our prime accountabilities. I want to command that revolutionary fighters of the Arakan Army always treat people with full respect whenever communicating with any member of the people of Arakan, abiding to the rules and regulations of the Army. We live with the people in unity and oneness. No army is a greater force than the people. As the Arakan Army is the defenders of the fatherland of Arakan, to protect the people is our principle. Responsible leaders and all the comrades must be cautious not to happen in the future and take actions to control misbehaviors that we have been hearing from recent reports about the misuse of the position, the misuse of power without the necessity, the use of the United League of Arakan for personal gain by some opportunists, and non-disciplinary behavior of some troops of us in some regions.

Our Arakan Army must create the future of people of Arakan with a legacy of good order while serving national responsibility and duty for our Arrakha Nation. Repression of the civilians and discrimination on the grounds of religious and race against the minorities of Arakan are not permitted and will never be forgiven.

One of the main reasons why the Arakan Army can firmly stand up and resist full-force offensive attacks of the enemy is because the entire population of Arakan supports us. People are the main roots of the revolution. Our Arakan Army is absolutely legitimate in Arakan that people of Arakan support us with their own will and political recognition, however the enemy colonialists have defamed and designated us as an unlawful organization under whatever banners in the use of unjust laws. Our just war, rational demands and decisive actions will determine who we are.

The Arakan Dream 2020 in the step by step carrying out of the tasks of national resistance is an alert to inform people of Arakan that the pragmatic implementation process of the Way of Rakhita and the national liberation movement participated by all citizens in Arakan and abroad has begun. From this year of 2020, the entire oppressed people of Arakan irrespective of religious, race, sex, minority or majority must struggle for the successful revolution in order to attain the sovereignty and liberation of Arakan. We must move forward through the storm however we endure in the harsh time of the revolution.

All ethnic peoples living in the territory of Arakan are the citizens of Arakan. All peoples in Arakan, without any discrimination, shall be equally treated and impartially lived with full human dignity because we are fighting for freedom, democracy, social justice and welfare, and human dignity for all inhabitants in Arakan irrespective of religion, race or sex. But equal rights and responsibility are two faces of the same coin. Thus, no one will be left behind in this life or death decision making time for the future and fate of the liberation of Arakan. No one should live as parasitic existences to reap the rewards only without self-sacrificing spirit. We all must remain loyal to the Arakan and its people and come to join a unified fight for freedom.

Fellow warriors,
It is essential to effectively manage everything with full accuracy and certainty on the path to the liberation struggle. Each combatant must be acute and stuck to the awareness of the revolution and conscience. There are a lot of examples we suffered a setback and great losses due to a small mistake. We are not only engaged in the ground battles but contesting each battlefronts such as informational intelligence field, the frontline of psychological warfare, organizing operations, legitimacy and international law, and the diplomatic field from which our struggle can receive international support and good perception. It is important that conduct and performance of fellow revolutionaries must be complied with the principles of the revolution.

It is very crucial for all revolutionary fighters to have awareness and restraint not to leak military information to outside and social media and not to occur bad things that could be detrimental to our struggle to cause negative consequences. Everything related to warfare must not be considered as minor issues. Please be assured that we are doing our utmost with certainty and revolutionary commitment.

Fellow warriors,
As a logic of the national liberation struggle - training by fighting; fighting by training, our combating skills have improved much more courageous and valorous than before and our commanding systems and collective operations have become more effective and efficacious. We can clearly see now the physical and moral collapse of the colonialist-war criminals defeated by your vigorous fighting skills.

Their operations and military conducts are not like before anymore. They are adapted to the reality. Conducting indiscriminate airstrikes and artillery fire on civilians is a distinct attempt to cover up the fear and inferiority of the enemy troops. You can imagine their strategic artillery posts are becoming like the fearful homeless dogs in the darkness that are barking without any purpose whenever they hear about the breaking out of clashes. You are now capable of painting a more clear picture of the characteristics of the revolutionary war. Due to your great efforts, the light of hope and power of confidence are ever becoming more stronger and brighter for the people of Arakan who are suffering the greatest oppression and the enduring misery. I am also honored and proud of your revolutionary courage and achievement. You all are highly appreciated and respected. Lets try to improve more together with greater solidarity.

Fellow warriors,
We are so sadly proud of our heroes who sacrificed their lives for the Fatherland of Arakan and its people in the combats. They are respectfully saluted in our hearts. Although we cannot provide sufficient social security and health insurance in these challenging times for our fellow comrades who were injured and became disabled in the fight for the country and people, we are taking utmost care of them with whatever we have. With full spirit of comradeship, we have decided to arrange the best for them as much as we can when the right time comes.

Instead of fighting troops to troops, the Burmese war criminal forces that suffered heavy losses in the ground battles have attacked civilian-villages in the exercise of their cowardness and cultural inferiority. They have launched airstrikes, fired artillery gunship and torched villages. The Burmese troops have ruthlessly killed, arrested, tortured and punished innocent civilians of Arakan after accusing them with various unjust laws. Based on racial hatred and the Burmese cunnings, destroying our Arakanese cultural heritage sites and pagodas is obviously aimed to obliterate our national identity. The so-called civilian NLD regime in the name of democracy has been assisting and collaborating with the Myanmar military to have committed war crimes, crimes against humanity, serious human rights violations after shutting down the internet and blacking out the media in Arakan so that the world cannot be informed about the truths and evidence of war crimes there. We are deeply saddened for the Arakanese children, vulnerable women, breastfeeding mothers and the elders who were killed by the deliberate state-sponsored terrorist attacks of the Burmese colonial troops. Their crimes be known forever. On the other hand, we are going to collect and record their killings to be prosecuted according to international laws. Our Arakan Army will also retaliate. These documents will be handed down from generation to generation and a clear line between us and the enemy has been drawn as a historical evidence.

Currently, there are about 200,000 desperate and helpless people displaced from their places in Arakan. We are deeply heartbroken to see the sufferings of the people of Arakan. They are not fleeing their homes to avoid the war conflicts between the Arakan Army and the Myanmar troops; however, they are displaced only by the attacking of the Burmese troops or they are just “the Burmese troops displaced persons” who are fleeing their homes to escape from the atrocities of the Burmese colonial occupiers. Without taking any accountability, the so-called Union government and its puppet useless state-government have not even marginalized these desperate IDPs but blocked international humanitarian aid to the refugees by giving various reasons.

As you all know, the coronavirus COVID-19 is affecting all countries around the world since the end of 2019. The whole human species are in danger. Amid every governments of all countries are urgently taking measures to protect the lives of their citizens and are calling for global collective action regardless of foes and friends but with humanitarian mindsets, the Burmese armed forces have intensified their military operations after cutting down every communication channels including media, mobile internet and transportation of medicines and foods in Arakan. It’s clearly found that their clearance operations are just attacking innocent civilians and torching villages. Where are the so-called Union spirit and equality they are loudly shouting about? Forget about the rights of citizens, they don’t even have affection for fellow human beings; they are just barbaric and uncivilized creatures. While ethnic Bamar people are being daily informed about public health via Facebook pages and accounts, people of Arakan are neglected. In addition, they are cunningly plotting against the civilians of Arakan to suffer double-crises. The Burmese regime and its military have inhumanely rejected a call for a global ceasefire by the United Nations Secretary General and Ambassadors to Myanmar. How can we possibly continue to co-exist with such cruel and inhumane people who do not even recognize the eternal principles?

Building an independent society of Arakan without any constraints is the most reasonable and best solution for these chronic political woes in order to determine our own lives with our own hands and to be masters of our own fate. Our national flag of Arakan will be freely raised on our ancestral soil and in our ancestral sky of Arakan. Citizens of Arakan by virtue of our innate political right will stand tall with pride and full dignity in the world. This is each individual’s legitimate aspiration of people of Arakan, Arakan Dream. When we inevitably launch a people’s war or national revolution, we will surely suffer the horrors of war and the hardships of the revolution. For freedom, we must sacrifice everything giving our blood, sweat and tears to the struggle.

We will take great pride ascribing to how we boldly sacrificed and how we firmly adhered to enormous tenacity in solidarity and loyalty as the greatest national event and historical significant record when we triumph this war with our unity in the future.

Fellow warriors,
Today the greatest suffering and endurance of the people of Arakan in the hope of freedom should not be in vain.

The revolutionary courage is the key for liberation. Fellow revolutionaries and fellow compatriots of Arakan are respectfully and encouragingly urged to vow again that we are going to build an Independent Arakan by any means hand in hand with the brave and freedom loving people of Arakan.

Myanmar’s attitude toward other races and religions is main factors of crimes against humanity


As Myanmar does not comply International Court of Justice’s decision
in the criminal case of  genocide on Rohingya in Arakan, it again ignores the UN Secretary-General António Guterres’s urging.

Secretary General who urges warring parties across the world to cease their fighting in support of the bigger battle against the threat of the COVID-19 pandemic.

Notorious and brutal Myanmar , nowadays, intensifies its killing against the Arakanese people by airstrike, shelling firebombs, setting fire and beheading cruelly in the lost Arakan to Myanmar(western Myanmar)  while the world’s leaders urge to every nation and race to have solidarity.

Myanmar is criminal at ICJ, Myanmar is notorious and Myanmar is brutal that we all realize.
This kind of nation like Myanmar on the earth should not be existed but there are minority races, which are forced to comprise in Myanmar by majority Burma , should leave so-called Union of Myanmar so that things will be well ever for them otherwise they will be ever fucked up by Burma . I know that there will never be equal rights for non-Burma in Myanmar because of Burmanization.

During this week, Myanmar kills and beheads 12 Arakanese people in the lost Arakan to Myanmar (western Myanmar) and sets fire three villages. Besides, Myanmar crackdowns Arakanese main media office and abducted Arakanese journalists to kill or throw into jail.

Under the brutal Myanmar rule, Arakanese people are everyday being killed. The behavior of Myanmar leaders does not change any respect of human rights and prevention of further violation of international humanitarian laws. Their habit of blanket denial and cruel attitude toward other races and religions is main factors of crimes against humanity.

Myanmar still enjoys killing Arakan while the world is reeling from coronavirus


Myanmar still enjoys killing Arakanese people while nations, all over the world, are attempting to save their people in the situation of coronavirus pandemic. Myanmar seeks this predicament as an opportunity to commit genocide on Arakanese people when the whole world is struggling
to overcome killer virus. During the period of  the world’s concentration on coronavirus, Myanmar has killed people of Arakan by shelling bombs on villages, setting fire to villages and shutting down internet communication in northern Arakan.

There are four short rivers in northern Arakan, flowing in a particular direction into Bay of Bengal. From the each river mouth or from the river basin, Myanmar Navy’s small side warships are sailing up and down in the rivers nowadays, firing artillery shells on villages which are situated on the riverbanks . Since then, Arakanese villagers have to flee their villages to nearby places with only cloth on their bodies. When villagers are fleeing, Myanmar soldiers set fire to those villages. People lose everything and their houses. No one can go towards them to help because Myanmar blocks humanitarian aid and workers to assist them.

At the same time, the oppressed Arakan in their patrimony land under the Myanmar rule are being attacked by Myanmar air force which strafes firebombs on almost every village in Northern Arakan, killing villagers, women and children everyday.  Besides this, Myanmar soldiers abduct Arakanese villagers every time when they forcefully enter into villages, firing gunshots to entire village even religious temple and medical clinic.  

Monks and medical staff also were just to flee just a few days back when Myanmar Army shot at temple and medical clinic. During the shooting of Myanmar Army to medical hospital in northern Arakan, a relative assist of a patient was hit bullet on her neck and she was killed. Patients are to shift under the firing from Myanmar Army.

Myanmar has killed Arakanese people 250 just in a few months and injured 500 and 700 arrested so far. And due to Myanmar Army’s shooting and setting fire to villages, there are almost 200,000 Internally Displaced Persons in Northern Arakan without sufficient food and shelters.

With the genuine determination and a motto


An oppressive Myanmar regime and its Army continue to kill Arakanese people in the lost Arakan to Myanmar, Western Myanmar, after so-called Myanmar Nobel laureate Aung San Suu Kyi instructed her notorious criminal Myanmar Army to launch military operation against the Arakan Army and directed to do internet shutdown in the entire Northern Arakan nowadays.

Moreover, Myanmar Army is setting fire to Arakanese villages every now and then.
 At the same time, Myanmar Army shelled firebombs on the villages while it clashed with Arakan Army. Houses in the villages were burnt to ground due to firebombs shelled by Myanmar Army.

Villagers including children and women are being killed almost everyday when Myanmar Army drops or shells firebombs from air and fires close-ranges mortars shots.
Since racist and Burmese nationalist Aung San Suu Kyi instructed Myanmar Army to crush Arakan Army in the lost Arakan to Myanmar- western Myanmar- her barbarous criminal Myanmar Army is committing crimes against humanity in Arakan.

The violent killing over the innocent Arakanese people everyday in Arakan is suffering unjust among the Arakanese people. Moreover, from time to time, Myanmar has killed Arakanese leaders by sending into jail and poisoning them cruelly. Look at these days! Leader of Arakan politic, Dr. Aye Maung , sentenced for 22 years in prison for his free speech is just a matter  how  Myanmar oppresses Arakanese people.

After Myanmar or Burma had occupied Arakan in 1784s by killing 2 million Arakanese people, Myanmar or Burma knows very much in its memory that Arakan is not Myanmar or Burma but just different race and national. Therefore, Myanmar always treats Arakan as their colony and continues to exploiting and oppressing. 

So, there is no way for Arakan to be free human except independence from Myanmar.  The  * Arakan Army*  -   which is given birth to free Arakan from Myanmar by people of Arakan – is still now struggling for freedom of Arakan from the yoke of Myanmar colony with genuine determination ( We will never ever give up) and also with a motto (We fight, we win).

Vox Pop: ‘Cutting off internet access makes people blind’

With the internet blackout now in its ninth month, DMG interviewed human rights campaigners, civil society activists and a member of Parliament about how the shutdown has impacted the daily lives of people in the affected townships. Because many of those townships are also considered conflict zones, the human rights implications of the internet blackout was top of mind for several of the interviewees.

The interviews were compiled by freelance reporter Khaing Myat Naing, and edited for length and clarity. Some of those DMG spoke to used the word “Rohingya” but in its place “Muslim” has been used after receiving approval from individual interviewees, in accordance with DMG’s editorial policy.

It seems like the government’s internet shutdown is for the military’s sake. Cutting off internet access makes people blind. The government is deliberately obstructing our freedom of expression and rights.

It is like the government has hushed up what Tatmadaw (Myanmar Army) troops have done to Arakanese people. For example, students from a school in Buthidaung Township were injured by an artillery shell fired by the Myanmar Army. People cannot access such information in a timely manner due to the internet shutdown.

Maybe the government wants to cover up what the Burmese Myanmar Army has done to Muslims. It is like not only the Muslim community but also the Arakanese community in Arakan State are being threatened now.

The government has covered up the crimes committed by the Myanmar Army and that’s why more war crimes against Arakanese people and genocide against Muslim people may occur. It has been a long time that the government has cut off internet access. As a government calling itself as a democratic government, it should not do like that. If the government itself believes it governs people equally, it should restore internet access as soon as possible.

Myanmar Army has intention to commit genocide on Arakanese people


A few days ago, at the  press conference  of Myanmar Army, Myanmar military
spokesperson Maj.Gen.Soe Naing Oo threatened to commit  genocide on Arakanese people and to crush Arakan Army.

Myanmar military spokesperson told media persons at conference that they had
been learning and gaining knowledge of how Philippine armed forces did in Marawi.
He continued to express that Philippine Armed forces used everything like jet fighters,
navy and artillery. Moreover , 90% of population of  Marawi was eliminated that he said.

So, I became to realize Myanmar Army has intention to commit genocide on Arakanese people after it had done once on Muslim Rohingya in Arakan ,western Myanmar, in 2017s.
Instead of guarding people, Myanmar Army is killing, raping and persecuting. The society and minority are being subjected the worst persecution all the time by Myanmar Army. 

In the so-called Myanmar , Army and Police are not true to their duty.
Myanmar Army is considered to be one among the worst in the world. Myanmar government led by Aung San Suu Kyi and criminal Myanmar Army are now hand in hand to commit genocide once again on Arakanese people

Arakan Army releases statement on the accusation


On these days, Myanmar Army is playing the blame game, finger pointing to Arakan Army
after it shells mortars on the villages of Muslim in northern Arakan ( western Myanmar) .The
reason why Myanmar Army blames on Arakan Army is that it is unwilling to comply decision of International Court of Justice.

Myanmar Army killed two Muslim women and injured other in northern Arakan just eight hours after ICJ passed decision on Myanmar. Moreover, Myanmar Army is still killing Arakanese women and children while it clashes with Arakan Army.  Therefore, Arakanese 24-year-old mother was killed and three men were injured when Myanmar Army fired artillery shells on urban areas of Kyauktaw Township in Arakan on Monday. The young mother was survived by a three year old son and a two month old daughter.

Myanmar Army has been conducting systematic and institutionalized oppression on young men and women in Arakan, including indiscriminate killing, arbitrary arrests, and forced relocations, since it has launched heavy military operations by combined forces of Light Infantry Division.

On February 3, 2020, our beloved Arakan Army – which is given birth to free the lost Arakan to Myanmar  from oppressive Myanmar – released rejection statement on the accusation against Arakan Army at the press conference of Myanmar Army.

The ICJ announcement marks a tremendous step forward for the Rohingya

  • The Rohingya crisis now drags on through the third year after a brutal crackdown by Myanmar security forces starting August 25, 2017. It resulted in the displacement of over 700,000 people. 
  • The wheels of international justice have slowly begun to turn in response to the atrocities committed against the Rohingya. 
  • A number of announcements from international justice actors in late 2019 indicate that progress will continue throughout 2020. 
  • At the International Conclave on Justice and Accountability for Rohingya hosted by Centre for Peace and Justice, Brac University (CPJ) in The Hague, The Netherlands on October 18, 2019, Gambian Justice Minister Abubacarr Marie Tambadou announced to the world that he had instructed his office to file genocide charges against Myanmar at the International Court of Justice. 
  • Then, in November, the judges of the International Criminal Court announced that they had authorized a full investigation into whether Myanmar committed the crime against humanity of deportation. 
  • And in December, a case accusing Myanmar of genocide and crimes against humanity was filed by leading Rohingya activist Tun Khin in domestic court in Argentina. This case was filed under the principle of universal jurisdiction, on the basis of which international crimes can be prosecuted outside of the country in which they were committed.
  • Of all these developments, the ICJ proceedings moved forward the most quickly as Gambia petitioned the court to order that Myanmar implement a set of provisional measures to prevent any further genocidal acts from occurring. 
  • Because it takes several years for a case to wind its way fully through the ICJ process, provisional measures are an initial step by which the responded state must take immediate action in regard to the alleged violation. 
  • Provisional measures are granted when the court determines that there is at least a possibility that violations of international law are ongoing and recognizes that immediate action is needed to prevent the alleged crime from continuing.
  • The international community watched closely as legal counsel for Gambia and Myanmar argued their cases for and against the preliminary measures over three days, from December 10 to 12, 2019. 
  • Each side gave its arguments, with Aung San Suu Kyi representing Myanmar alongside a team of international legal counsel led by genocide scholar William Schabas. 
  • The willingness of Nobel Peace Laureate Suu Kyi’s to lead the Myanmar team caused international uproar and was seen by many as a heartless political manoeuvre, designed to paint the case as an impingement on Myanmar’s sovereignty in advance of elections slated for later this year.
  • Myanmar’s main arguments were based on a mix of outright denial, the claim that Gambia was being influenced by the OIC to pursue the case, and that Myanmar’s domestic and military justice mechanisms were capable of resolving the issue.
  • Gambia presented an overview of extensive documentation of the long-standing persecution of the Rohingya and the genocidal acts committed against them, including mass killings and sexual violence.
  • Ultimately, the ICJ judges found Gambia’s argument more compelling. Asserting its power to try the case and noting Myanmar’s obligation to comply with the 1948 Genocide Convention, the judges unanimously granted four provisional measures.
  • First and foremost, Myanmar has been ordered to take all steps within its power to prevent acts that contribute to the crime of genocide as specified under Article 2 of the Genocide Convention.
  • Second, Myanmar must ensure that its military, as well as any paramilitary or irregular armed units, do not commit the above acts either. 
  • Third, Myanmar must preserve all evidence, such as mass graves, village sites and all other sites and items that will need to be reviewed during future investigations. 
  • Finally, Myanmar as well as Gambia must report back to the court within four months that it has complied with the measures. As long as the case is open, Myanmar must continue to report its compliance with the provisional measures every six months.
  • The provisional measures are technically binding; if Myanmar fails or refuses to comply, the matter will be referred to the UN Security Council. 
  • In the absence of a straightforward enforcement mechanism, it remains to be seen if -- and the extent to which -- Myanmar will comply with the measures, and what can be done if they do not.
